How to handle multiple contacts with the same email address?

We have a situation where we have clients that have multiple locations.  Each location is unique and has its own metrics.  However we want to message folks based on the metrics of each location.

For example, Bill has an email address of and he has 3 locations.  We want to send out a message to the contacts for each of our locations, and we want to customize that message based on the location's level of engagement with a particular program.  Each of Bill's locations has a different level of engagement in this program.  1 location is fully engaged in the program, another location is partially engaged and his 3rd location isn't engaged at all in this program.

What would be the best way to message someone like Bill?

Ideally, each location would have its own email address, so that you could just add an "Engagement Level" contact field and then build segments based on those levels. If there is any way to create an email for each location...even if it is BillPDX@ or BillCherryCreek@...that is going to be the easiest way of handling it. There is another way.
With one email address for three locations, you would need to create a contact field that includes location and engagement level in one cell.  There isn't a way to align more than one location for a single email and the engagement levels for those multiple locations. You would also need to create a basic "Engagement Level" field that you would send to at the same time.

The only field for those emails, that need info for multiple locations that should be filed out for engagement level, would be the "Location & Engagement" field. Skip filling in anything for the basic Engagement level field for them. 

Your Import spreadsheet would look something like this:

So the segment would be built out with both:

Contact field equals "Engagement" "High"
Contact filed "Location & Engagement" contains "High"

To be able to message all of the locations that are getting the open rates you would like to see. In the above example this segment would include the emails of Bill (PDX and SEA), Tory (OAH), Lisa (NYC) and Parker (TON).
