Is it possible to add personalisation tag in HTML Block?

We are creating our own templates and we were wondering if personalisation tags like [% unsub_url %] could be added inside a HTML Block. While this URL will not change, at the moment it is in the footer div is un-editable and we wanted to make the whole template editable but trying to put the [% unsub_url %] in the HTML block within the HTML doesn't seem to work.

Are we missing something or does the [% unsub_url %] needs to be within an uneditable block?

I can definitely answer your question on the opt-out link!

When creating a template as an agency, the template must contain a hard-coded opt-out link (one that cannot be removed or changed).

You're welcome to use the [% unsub_url %] tag to create an additional opt-out link (or links) in the editable portion of the mailing. For example, you might send a mailing to audience members that haven't opened a mailing in the last 6 months asking if they wish to continue receiving mailings (helping you keep your list productive).
