save this tab as segment not working

I was looking into an issue with users who had moved to an error status after a mailing. I tried to use the "save this tab as a segment" button on the bounces view, but when I do so it says there are zero users. 

If you want to take a look, this is in our Circulation subaccount and the segment that was created when I hit that button is called 'Daily 3/22' bounces 03/27/2018
