What is the timestamp format in webhook events?

What is the format for timestamps in webhook events?  I can intuitively see patterns in the timestamps. But, it would be great to know how specifically they are generated and parsed.

All datetime values are prefixed with '@D:' followed by a timestamp in the format '%Y-%m-%dT%H:%M:%S'. Format string details can be found here: https://docs.python.org/2/library/datetime.html#strftime-strptime-behavior

This is the datetime format that we both accept as input to the API and return as output from it, including in webhooks. Please let us know if you notice any inconsistencies. Always happy to help.
