Why are some survey responses anonymous?

Some of the responses to my survey are listed as Anonymous instead of the person's name. Why is this?

On the survey response page, you can find out how many people started a survey, completed a survey and visited the survey site without doing anything at all.

Click on any of those numbers to see the details on the people who responded to your survey. If the response was from a member of your Emma audience, you'll be able to see his or her member information. If it came from a link you posted online or dropped in a personal email, the user will be listed as Anonymous.

Is it possible to then take those members who answered a certain way (i.e Yes or No to a question) segregate those members and send them a response or new campaign? Thank you.
